To ensure efficient operation each workstation should contain its own current copy of the front end; containing forms, reports and programming logic. The actual database containing data is then connected to via linked tables or Microsoft SQL Server.

This is fine in an ideal world where new reports aren't requested by management on a daily basis, the first release is bug 100% free, and no further functionality is added. But as experienced Access developers know, frequent updates of the front end are commonly needed - often daily.
